Department of Business and Industry Leadership Appointments Announced

Las Vegas, NV January 21, 2020

Department of Business and Industry Director Terry Reynolds has made two appointments to leadership positions within the Department of Business and Industry (B&I). Sandy O’Laughlin was appointed as Commissioner of the Nevada Financial Institutions Division (NFID) in November 2019, and Budd Milazzo has been named B&I Deputy Director for Northern Nevada, effective January 13.

Sandy O’Laughlin, Commissioner, Nevada Financial Institutions Division

A native of Nevada, Sandy began her banking career in 1984 as a teller and quickly moved through the ranks into management. Her broad range of banking experience encompasses administrative and retail operations, and lending and compliance for state chartered, commercial and national banking institutions. During her career as a senior bank officer, she redesigned and implemented operational procedures that substantially curtailed fraud, minimizing risk to consumers as well as the banking institutions.

Sandy was a founding board member and served as vice president of membership for the Nevada Mortgage Lending Association and is a former member and vice president of education for a local chapter of Toastmasters International. She also volunteers with the Leukemia and Lymphoma Society and Junior Achievement of Southern Nevada.  She is a proud mom of two daughters, both graduates of the University of Nevada, Reno. She and her husband Patrick love boating on Lake Mead and are the proud parents of Dixie, a precocious Yorkie.

Budd Milazzo, Deputy Director, Department of Business and Industry

Budd Milazzo has been appointed as Deputy Director and will be responsible for managing the financial, human resource and administrative functions of the Department. Budd has been employed by the State of Nevada since 2010 after retiring as an owner of a business in New Jersey. He brings a wealth of experience in financial and operations management in the private sector.

Prior to his appointment at B&I, Budd served as the Chief Financial Officer for the Department of Health and Human Services. Previously, he worked at the State Treasurer’s Office as a Deputy Treasurer for Cash Management and Senior Deputy State Treasurer.  Budd has also served as an Administrative Services Officer at B&I and has managed the accounting and auditing units at the Division of Public and Behavioral Health.
